Septic in the Township of Muskoka Lakes

The Township of Muskoka Lakes takes in Port Carling, Bala and Windermere and the shorelines of Muskoka’s three big lakes: Lake Muskoka, Lake Rosseau and Lake Joseph. Municipal sewers only serve town hubs such as Port Carling and Bala. Almost everywhere else, from lakefront cottages to island properties to year-round homes off the district roads, wastewater goes into a private septic system.

That’s why the Township runs a detailed, risk-based septic inspection program that reaches thousands of waterfront properties. We connect Muskoka Lakes owners with independent local septic pros for pumping, Phase II inspections, holding tanks and new systems.

The Muskoka Lakes Sewage System Maintenance Inspection Program

The Township has run septic re-inspections since 2000. Its current Sewage System Maintenance Inspection Program (SSMIP) sorts more than 10,000 systems into three risk classes:

Risk class Which systems What happens
Low Not on the waterfront, or under 10 years old Not on the inspection schedule for now
Moderate Waterfront, 10 to 30 years old Free Phase I visual inspection by Township staff
High Waterfront and over 30 years old, no permit found, steel tanks, or a short-term rental Phase II inspection by a qualified inspector, fee applies

Systems over 10 years old beside a waterbody with a confirmed water quality indicator can also be classed as high risk. Lakes with confirmed water quality indicators are prioritized.

How the zones work

The Township is divided into five inspection zones and works through them in rotation. In 2026, Phase II inspections ran in Zone 3, covering properties whose roll numbers begin with 445307 or 445308, with Phase I in Zone 3 and follow-ups in Zones 1 and 2. Your roll number is at the top of your tax bill and usually begins with 4453.

The yearly rhythm:

  • Early March: owners who need a Phase II inspection get a letter.
  • Before April 1: tell the Township if you’re using your own qualified inspector instead of its contracted firm, EnVision Consultants. Late notice adds a $225 fee.
  • May to October: inspections take place, mostly Monday to Friday.
  • By July 31 (2026 deadline): owners using their own inspector submit the report and MMAH certificate.

The Township also holds a public information session each spring for the next zone.

Phase II inspection fees in Muskoka Lakes

Through the Township’s contracted firm, a Phase II inspection costs $340 where a previous permit record exists and $355 where it doesn’t. A post-remedial inspection is $210, and a visit where the system isn’t ready is $225. All invoices carry a $25 admin fee plus HST. Properties that don’t take part in the season are charged $225 and must comply the next year.

Each system is inspected and invoiced on its own. A cottage and a boathouse with separate systems count as two.

Getting ready for an inspection on the lake

Muskoka Lakes requires owners to uncover the tank lids before a Phase II inspection: both lids on the septic tank, plus any pump tank and distribution box. On older waterfront properties those lids are often buried concrete, sometimes under decades of landscaping. Finding them before the inspection date saves a $225 no-access charge.

Other Township guidance worth knowing:

  • Pumping before the inspection isn’t required. If you do pump, it must be at least six weeks before.
  • Water-access properties get their Phase I letter by mail instead of hand delivery.
  • Treatment unit owners should have the latest service report ready. Holding tank owners need their haulage agreement.

See the septic inspection page for who qualifies to inspect and what the inspector checks.

What Muskoka Lakes properties usually need

Pump-outs on old cottage systems. Many waterfront systems date back decades and haven’t been opened in years. A pump-out and effluent filter check is often the first step before an inspection.

Holding tank service. Island and tight shoreline lots often rely on Class 5 holding tanks. See holding tank pumping.

Replacements after a Phase II. A high-risk system with deficiencies may need a new bed or a full replacement. On Lake Rosseau, Lake Joseph and Lake Muskoka shorelines, rock and the 15-metre clearance from the lake often push designs toward raised beds or treatment units. See septic installation and replacement.

Seasonal timing in Muskoka Lakes

Spring half-load limits keep heavy trucks off many roads from about March until mid to late May. Inspections run May to October. Cottage opening and closing weekends bring the pump-out rush. If you’ve had a Phase II letter, book any pumping and lid exposure early, before the inspection window and the summer rush overlap.

Common questions

Is my Muskoka Lakes property on the inspection schedule?

It depends on your system's risk class and your zone. Waterfront systems 10 to 30 years old get a free Phase I visual inspection. Waterfront systems over 30, systems with no permit on file, steel tanks and short-term rentals need a Phase II. Owners required to do a Phase II get a letter in early March. The Township's septic line is 705-765-3156.

My Muskoka Lakes cottage is a short-term rental. Does that change anything?

Yes. The Township classes a sewage system serving a short-term rental accommodation as high risk, which means a Phase II inspection by a qualified inspector rather than a Phase I visual check.

Do I need a septic system if I'm in Port Carling or Bala?

Possibly not. The Township says municipal sewers are limited to its town hubs, including Port Carling and Bala. Outside those hubs, most properties rely on private septic systems.
